McBroom Consulting, LLC, Clearwater, FL, 2008 to 2014

CEO. Delivered consulting services in medical informatics, health information exchange (HIE), software design and implementation, regulatory compliance, and policy development. Example engagements included:

  • Kaiser Permanente – Successfully led the design and implementation of a customized health data exchange software system at Kaiser Permanente for a Fortune 500 technology solutions company, that enabled sharing of patient data with a major health system

  • State of Florida’s Agency for Health Care Administration (AHCA)

    • Primary author of Florida universal patient authorization forms enacted in Rule in July 2010

    • Tapped as expert to lead meetings with Florida healthcare executives on an operations plan for the statewide health information exchange (HIE) infrastructure

    • Drafted statewide HIE participation and subscription agreements at the direction of the Agency

    • Led development of $19 million Invitation to Negotiate and selection of vendor

  • Harris Corporation – Engaged as healthcare subject matter expert for supporting business development efforts, strategic product development in the area of healthcare systems integration and clinical data exchange, and writing bids for responding to Request for Proposals

  • Central Florida Regional Health Information Organization – Led strategic planning efforts for expansion, governance re-structuring, operations policy development and terms of participation, resulting in the successful collaboration of competing healthcare systems in central Florida region

  • Government of Guam – Developed and presented a 2-day workshop on compliance with federal healthcare law and current developments in health information exchange

  • Research Triangle Institute (project sponsored by U.S. Health and Human Services) – Assembled and spearheaded a multi-state consortium to develop, and was primary author of, standard operational policies for involving behavioral health providers in data exchange in compliance with 42 CFR Part 2 and HIPAA

  • National Institutes of Health (NIH) Lister Hill National Center for Biomedical Communications – Provided expert input on Personal Health Record open source project

  • Blue Cross and Blue Shield of Florida – Engaged as expert to advise on new business model and strategic approach related to a health information network

  • Indiana Primary Health Care Assn. (project sponsored by U.S. Health and Human Services) – Served on the National Steering Committee for HHS’s Health Information Security and Privacy Collaborative, and as Chair of the Interstate Disclosure and Patient Consent Requirements Collaborative, a 17-state collaborative group that worked closely with HHS on resolving federal privacy law questions, which resulted in the issuance of guidance published by HHS (SAMSHA)

Regenstrief Institute, Inc., (affiliated with Indiana University) Indianapolis, IN, 2003 to 2007

General Counsel & Business Development Specialist. Duties for this medical research institute included:

  • Chief legal counsel – Managed legal matters, contract negotiations, and regulatory compliance, and employment law; served as HIPAA Privacy and Security Officer; and supervised and trained legal staff.

  • Head of business development – Represented Regenstrief at national HIE level; coordinated and negotiated relationships with customers/partners; and provided expert input for grant development. Key projects:

    • Project manager for development of the Indiana Medicaid Chronic Disease Management Program

    • Key participant in the formation of Indiana Health Information Exchange, Inc. (IHIE)

    • Co-led the development and implementation of the clinical messaging service

    • Co-led medication reconciliation project with RxHub (now SureScripts) and local hospitals

    • Assisted in planning for Indiana State Department of Health statewide biosurveillance project

    • Negotiated with commercial payers and Indiana Medicaid to add claims data to the HIE and develop a quality metrics service for provider quality reporting

  • Researched FDA regulations, developed FDA-compliant operational processes and designed software for two new business models for a local pharmaceutical logistics company

  • Developed an Operations Plan for Indiana University’s new life science incubator
